About Los Angeles Historical Housing and Land Use Study

Architectural Resources Group (ARG) was retained by the City of Los Angeles to prepare the Historical Housing and Land Use Study as part of the update to the 2021 – 2029 Housing Element of the General Plan (The Plan to House LA). The Study’s purpose was to examine the origins of zoning and land use policy in the twentieth century and how these origins intersected with and were influenced by existing ideas about race and class. The impact of the current housing crisis in the City of Los Angeles is wide-reaching. Angelenos spend more of their income on housing, live in more overcrowded conditions, and have the highest rate of unsheltered homelessness than any city in the country. These impacts are experienced differently across the city.

Community Importance

The Historical Housing and Land Use Study represents an important part of the City of Los Angeles’ efforts to address the racial and socioeconomic disparities which have resulted from public policies and private sector actions in the twentieth century. The Study’s findings are critical as they will be used as a resource to City Planning’s current and future work programs, including staff training as the city continues to mentor and guide planners new to the profession. The Study will be considered in a wide range of citywide planning efforts including future updates to the City’s growth strategy, various community planning programs, as well as multiple Housing Element Implementation Programs. This study will ultimately serve as a resource to inform housing and land use policies that positively transform these historic patterns for a more equitable and inclusive Los Angeles.
